OC Jail Expansion Proposal Inches Forward

The saga surrounding the proposed expansion of the James Musick Jail continues
The county says they need to add more bed space to accommodate the influx of prisoners that are being shifted to OC jails due to the state's inmate realignment program.

Lake Forest residents, though, are saying "not so fast", and are fighting against a proposal that would add more than 512 beds to the local detention center.

If you've ever been to a City Council meeting, you're no stranger to public commentary; but in Costa Mesa, things have gotten so out of hand that lawmakers are considering a measure that would make talking too much, or repeating oneself, a misdemeanor crime.

If a speaker is ordered to stop rambling, and they flat out refuse, they may find themselves needing to post bail bonds.

Basically, the soon-to-be-approved ordinance will make engaging in disorderly behavior that impedes, disrupts or disturbs the orderly conduct of a city council meeting a legitimate crime.

Laguna Niguel Approves Multi-Million Police Contract

It's just another day, another law enforcement services contract for members of the Orange County Sheriff's Department.

The most recent nod came earlier this week when the Laguna Niguel City Council agreed to keep the OCSD's current agreement in place.  But the biggest difference between this year and last, is the 8.45 percent services increase.

Ultimately, the city has agreed to pay more than $799,000 than it did last year.

Source close to city hall said that some of that is earmarked for a one-time equipment purchase.  Other portions of those funds will be used to help revamp an Aliso Viejo school …

Detectives Work Together to Solve String of Multiple Homicides

A small team of Anaheim Police detectives quickly grew to 75 during a four-week homicide investigation involving at least five women. Detective Julissa Trapp led the investigation.

When the body of Jarrae Estepp was discovered on a recycling conveyor belt at the dump, detectives had virtually no evidence to go on.

From the time a person is killed, detectives know that they only have about 48 hours to solve the crime or else the chances of doing so are cut in half. With this victim, 14 hours had already passed by the time she was found.

Federal Investigation Finds OC Jail Conditions Are Greatly Improved

Medical care is better, use of force against inmates is way down
Just six years ago, it was determined that federal oversight was needed for the Orange County jails.  But a recent report indicates that time may soon be coming to an end.

The jails of today are much different than they jails of the past, according to a statement by the Civil Rights Division of the Department of Justice, who further goes on to describe the facilities as "much improved".

Newport Beach PD Goes Electric

A spokesperson for the Newport Beach Police Department has confirmed they have acquired two new police vehicles- but they're not what you'd think.

They didn't buy motorcycles or squad cars- but instead, set their sights on two electric bikes.

Electric bikes are becoming all the rage in Southern California since the devices, which can travel up to 25 miles per hour, need little maintenance and can travel quite a distance.

Those riding them have the option of pedaling on their own- pedaling with a small bit of assistance or cranking the handlebar throttle and letting the bike operate on its own.

OC Jails No Longer Need Federal Oversight

Recent investigation shows much improvement within the Orange County Jail system
It wasn't all that long ago that the county's detention facilities came under fire, after it was learned that deputy-on-inmate violence had become prevalent and that inmate access to medical care was abysmal.

Today, however, all of that seems to have changed.

A recent inspection by the Department of Justice's Civil Rights Division found the Orange County jails have improved quite a bit in the past few years, so much so that they don't think continued federal oversight is necessary.

Attorneys allege the use of jailhouse informants has violated their clients' Constitutional rights
Law enforcement agencies throughout the United States have used sentenced inmates to help get information on pre-trial detainees.

The primary challenge in the Orange County jails, however, is how those informants are being used.  Some defense attorneys have alleged they're starting to cross a line.

One public defender has reportedly said that authorities are having sentenced inmates interrogate suspects- which is a huge no-no.  Not only that, but when the matter goes to court, prosecutors have allegedly been hiding the inappropriate tactics.

For Profit Jail Cleared In Garden Grove PD Inmate Death

Controversial firm cleared of wrongdoing
The Orange County District Attorney's office said they have found no evidence of misconduct by for-profit prison firm The Geo Group.

That having been said, the Geo Group, who has been plagued with lawsuits has been found not guilty in the 2012 death of Joel Duran.

Those close to the case say it all started when Duran taken into custody by the Garden Grove Police Department for resisting arrest.  He died less than three hours later.
